Hard to list just one. Sometimes it depends on who they're up against. Here are a few of mine:
Wesley Snipes in Demolition Man Tommy Lee Jones & Gary Busey in Under Siege David Carradine in Lone Wolf McQuade Dolph Lundgren in Universal Soldier The Predator
and God help me I really liked Armand Assante in Judge Dredd. He didn't have much to do but his over the top performance was the best part of that movie.
Hmmm, hardly any from the 80's. I figured the best ones were already covered.

Hans Gruber from Die Hard gets my vote. He's a man I can talk to about fine suits and a perform a heist with.

That stupid Mafioso from the beginning of Dolph's Punisher was pretty funny. "If he ever comes within 1000 yards of me...He'll find out what the word PUNISHED really means!"perfect 80s cheese of men who are obviously getting their throats plucked out by the hero in 6 minutes or less.

He may have been in the hero spot but he was definitley the greatest bad guy on screen. Call him Snake Plisskin!
