Why would Cooke have asked Matrix if he was scared?
I think it would be obvious if someone ambushed you and punched you in the face the they were not too scared.
Unlike Bennett who was (smartly) afraid of Martix, Cooke was as dumb as the coffee table that was ultimately his demise.

Cooke was probably trying to intimidate Matrix, or maybe he really thought he could beat Matrix.

I think Cooke was actually talking to himself. Think about it.
"You scared motherfucker? Well you should be....cuz this green beret is gonna kick your ass"
Cooke was most likely just blurting out thoughts that were coming into his head. Notice when he is talking that Matrix has a sort of 'confused' look on his face. I think Matrix knows that Cooke is secretly shitting himself while he is blabbing out these comments.
